Proposal: The Nomic Alliance

following four parts:
1. Nomic Alliance
This Nomic is a Member of the Nomic Alliance. This rule (including all
its sections and subrules) is called the Nomic Alliance Treaty, or the
Treaty for short.
No part of the Treaty may be modified by normal methods � it may only
be modified with the support of at least two thirds of all Party Nomics,
and may be modified directly in such a manner, other rules notwithstanding.
When this rule (the Treaty) is modified, all equivalent rules in all
other Party Nomics must be modified in the same way as well.
2. Membership Rights
This nomic may be a player of all other Party Nomics, and all other
Party Nomics may be players of this nomic.
Whenever this nomic makes a decision in another Party Nomic, it should
have the support of at least half the players that nomic.
Each Party Nomic may measure support in its own manner, and each Party
Nomic should have an ambassador, who is responsible for communicating
with the rest of the Party Nomics. This ambassador is chosen in each
nomic's own manner, but if a Party Nomic has no defined method for
selecting an ambassador, the player of that nomic who has the largest
fraction of players supporting him out of all players is the ambassador.
3. Limitations
Official interaction between Party Nomics is allowed only at the times
and in the ways permitted by this rule and its subrules. Ambassadors of
Party Nomics may contact the ambassadors of other Party Nomics at any
time in any way, unless otherwise forbidden by this rule.
4. Attaining Membership
A non-Party Nomic may become a Party Nomic with the support of at least
half of all Party Nomics, but only if it has a rule identical to this
one in its ruleset. If any Party Nomic has rules which conflict with
this rule, then this rule is repealed in that Nomic, which will cease to
be a Party Nomic.
