Proposal: Offices and the Doomsday Clock

Add a new rule, Announcements:
An announcement is defined as a post to the nomic group with a title
beginning with "Announcement:". Announcements can only be made as
required by the rules, and should detail the effects of the announcement
or other appropriate information.

Add a new rule, Offices:
There exist offices, which are posts held by officers. Officers must
carry out the duties required by an office. If an officer fails to carry
out his duties for an office, he is removed from that office. If an
office has no officer, then any player may assume that office by
announcement, unless they were a holder of that office within the last
30 days.

Add a new rule, Doomsday Clock:
There exists an Office of the Doomsday Clock, who is responsible for
updating the Doomsday Clock page. James is the first Officer of the
Doomsday Clock.

Replace "shall" in rule 10 with "may".
