You need a C-compiler to build python-poppler-qt4, I think Microsoft
Visual C or mingw.
A binary distribution of python-poppler-qt4 is in the works.
You could try one of the installers mentioned in issue#5 in the
python-poppler-qt4 development pages:

I need help with this as I have no suitable Windows machine, only a
slow laptop which I sometimes use to test Frescobaldi.
