Tool to generate Hoogle database for Frege

Hi all,

I have pushed an initial version of the tool that generates Hoogle database from Frege documentation website. Hoogle instance for Frege has been running for a while but now I have pushed the code as well for anyone to generate the database and even run Hoogle locally for Frege.
