Thanks a lot for curating of such really important details from experience. I will try to contribute the problems faced. Especially when it comes to typesetting, Tamil typesetters where heavily vendor locked with years of practiced workflow with proprietary tool chains.

This situation resists their modus operandi to change or evolve. Since the industry traditionally operates by separating design from typesetting, and both are locked to particular proprietary vendors both of their work are much constrained making their effort hard to Orient towards growing open access publication. Thus on the while decelerates Tamil publishing culture towards open access publishing... This is one of several reasons. There are other real economic reasons too. Both are inter tied.

Lack of serious typesetting tools as an alternative to easy switch from adobe centric work and thought need to be addressed in long run. Scribus seems limited. Libre office helps a lot, but still its not tailored for typesetting requirements . 

There is a heavy need of skilled work for designing typeface, and matching keyboard input programming like graphite to meet standards. Keyman nowadays helps a lot.. But still many keyboard layouts doesn't come with proper visual layout to help learn the keys for typing. Its needs a resolve.
