I have moved to the UK, at least for a couple of years to deal with elderly parents etc. - in one week I haven’t seen a helmet, up north in and around Lancaster (once a ‘cycling demonstration town’ with some bike contraflows and interesting routes). But meanwhile, ‘cycling infrastructure’ provision seems to have ground to a halt as well, given various fiscal crises in local government. Grassroots bike campaigning is alive and well, just as I left it 16 years ago.
Makes me wonder if the promised Australian recession ever kicks in, and VIC finds itself in fiscal crisis, the authorities in Melbourne will be hard pressed to prosecute anybody for minor road offences, having other things to concentrate on. The current situation seems bizarre enough already, if it is possible to avoid all or part of the fines.
I also noticed that in Sydney over Xmas, not many helmets being worn along the beaches - despite the draconian laws.
