Minimum amount for a project

I am trying to utilize your API to post many tiny projects with a value each of 10-30$. I can do this manually by selecting that freelancers will get paid "by hour". Can I also post such small projects using your API. I am a premium member so I can make every project featured and also make a custom budget. In the GUI the minimum budget for a fixed price project is 30$, is it the same in the API?
