What are the endpoints for the requests?
I have my stuff from setting up my account in the sandbox. I've read
through all the documentation. I see that I am supposed to send that
stuff to Freelancer and get a request token. Okay. WHERE do I send the
request?

You need to implement the following: http://developer.freelancer.com/Authentication
Then you can use the Access Token you get out of this to make method
calls.
Example method url: http://developer.freelancer.com/GetUsersBySearch
