Adding freehub users

Hey folks!
I'm Scott from the Sacramento Bike Kitchen. We are looking at
membership systems and I like the idea of using freehub (either hosted
or otherwise). I have a quick question that is probably obvious but I
can't seem to figure it out. I have a manager account on the hosted
installation[1] but I can't seem to add other users. I can add people
but that appears to be different than a regular user. Ideally I'd like
to be able to convert a person (marked as staff) in the database into
a user with a username and password. What am I missing? The signup page
[2] seems to be for new organizations not new users.
Wait a minute... I just found the add user page[3]. Now, I've added a
user but it doesn't appear to be associated with my organization.
