Firstly, I am writing this to you to inform you that I was led to your site after visiting http://www.palakkadmunicipality.in and finding that the text is NOT readable! Neither has a potable font been used nor has any provision been made for downloading and installing the font used. This needs to be rectified.
Next, while browsing through the various info provided at http://www.infokerala.org, under articles I have gone through 'A Response of Professionals in IKM to the points raised by the Free Software Foundation'. Since I am an electronics and telecommn engineer, I was not impressed with the statement 'There are problems in large scale implementation of the project with local deployment in terms of the resources available for free software'. A body of professionals dedicated to development of software for various local uses and also training the users has to be more circumspect. Logically there is no need to reiterate the advantages of using free software.
Lastly, for the time being, I must admit that the only good thing I have seen happening in Kerala in the last 11 years of retired life here is the establishment of Jansevana Kendrams. That was about 5 years back. But it seems to have been stuck there in a time. The only improvement is possibly the addition of telephone bill collection. A lot needs to be improved in Jansevana Kendrams. At present it is just collecting money for the government. ( I do not deny that it itself is a great service given the fact that there were times when one had to pay bribes even for paying vehicle tax!) However, I suggest that the following things also can and should be done; that is, increasing accessiblity by establishing one Kendram at every Gram Panchayat level, including facility for payment of arrears of various bills (today even a bill cannot be paid after the due date!) and importantly, also providing services related to the handling of applications, appeals, fees etc in the context of the RTI Act.

Without any relevant background information on the debate referred to on
that website, I'm curious (in a purely academic fashion) to know why you
think that statement may be incorrect. In my mind, "scale" is directly
proportional to "resources".
