Hi Joseph,
You don't need a notary in Portland to do notary presentments for you. Those can be done from anywhere and the process can be accomplished through the mail. Of course you must have your own signature on any documents notarized locally and no notary should have a problem doing that for you. It gets a little more difficult when you want notary presntments done as most notaries are not comfortable with this process and may not want to do it. There are a number of notary presenter/acceptors around, including me, and we are experienced in this process and can help you with this, You would prepare your documents and mail them to a notary presenter who will certify that he or she mailed them on your behalf. Since the notary is an officer of the court, having the notary presentment to certify that the documents were, in fact, duly presented to the recipient and then dishonored, is very important to any administrative process.

Let me know if I can help you further. Of course if there is a notary in the Portland area it is always nice to work with someone in person, but for this process it is not necessary, since we are only saying someone presented us with documents to 'present' on his behalf, not that he appeared before us and executed something. So it is all in how you say it.

You can also get your documents scanned (high quality color scans, 300 dpi or better) and email them.  The notary also received a draft Certificate of Notary Presentment from you listing all the documents you wish to have in the package and who is to receive the package.  The notary then completes that document by entering in the registered or certified mail numbers (as you designate), signs and seals it, and encloses copies of it in the package.  The originals of all the Notary Presentments will ultimately end up back in your possession at the end of the process but the notary will keep a record of everything.
