3)  Federal appeals court temporarily blocks Biden's student debt relief program

"A federal appeals court on Friday halted implementation of President Joe Biden's student debt relief program, dealing a blow to the administration just days after it began accepting applications from borrowers to have as much as $20,000 in loans canceled. The 8th Circuit Court of Appeals hit pause on the Biden administration's efforts while it considers an appeal from officials in six GOP-led states who had their lawsuit against the program dismissed by a federal judge on Thursday. In its one-page ruling, the court prohibited any student loan debt to be discharged under the program until the court rules on the appeal. 6)  Republican National Committee sues Google over email spam filters

"The Republican National Committee has filed a lawsuit against tech giant Google, alleging the company has been suppressing its email solicitations ahead of the midterm elections in November -- an allegation Google denies. The lawsuit, filed in the District Court for the Eastern District of California Friday evening, accuses Gmail of 'discriminating' against the RNC by unfairly sending the group's emails to users' spam folders, negatively impacting both fundraising and get-out-the-vote efforts in pivotal swing states. ... Google issued a statement denying the charges. 'As we have repeatedly said, we simply don't filter emails based on political affiliation. 9)  Iran: Hackers breach atomic energy agency as protests persist

The group said it leaked 50 gigabytes of internal emails, contracts and construction plans related to Iran's Russian-backed nuclear power plant in Bushehr. 10) Guinea: Junta agrees return to civilian rule in two years

"Guinea's ruling junta has agreed to restore civilian rule in two years, after facing sanctions over its original plan for a three-year transfer of power, the West African bloc ECOWAS said Friday. West African leaders had last month suspended Guinea from the bloc and imposed sanctions on a number of individuals following a military coup. ... The country's military leader, Colonel Mamady Doumbouya, said in an address broadcast on state television that the timetable would take effect from January 1, 2023. 11) FL: Escaped murderer arrested while walking along interstate

"An escaped murderer out of Georgia is back in custody after troopers found him walking along I-75 in Charlotte County, Florida. Anthony Moret, 67, escaped from prison while he was serving a life sentence without parole for murder, the Florida Highway Patrol said on Twitter. Troopers spotted Moret around 6 a.m. Saturday, FOX 13 Tampa reports. A trooper learned of Moret's active warrant for escaping by running a wants and warrants check. Moret was arrested without incident and taken to the Charlotte County Jail to await extradition to Georgia. Moret escaped from the Valdosta Transitional Center, according to WCTV. Georgia Department of Corrections records obtained by the TV station say Moret is serving time for murder and armed robbery dating back to the 1970s. He is also reported to have two prior escape convictions from 1976 and 1985." (10/23/22)

13) AK: Gubernatorial candidate faces sexual harassment lawsuit

The woman's Anchorage-based attorney, Caitlin Shortell, said in an email to The Associated Press it was filed in the Kenai Superior Court, and she expected a judge to be assigned Monday. 15) Philippines: Student "anti-cheating" exam hats go viral

Students at one college in Legazpi City were asked to wear headgear that would prevent them peeking at others' papers. Their tutor told the BBC she had been looking for a 'fun way' to ensure 'integrity and honesty' in her classes. Mary Joy Mandane-Ortiz, a professor of mechanical engineering at Bicol University College of Engineering, said the idea had been 'really effective.' 17) Activist Sacheen Littlefeather exposed by sisters for reported fraudulent Native American identity

"In an explosive new interview, the sisters of Sacheen Littlefeather have claimed the late activist was a liar and a fraud -- and not Native at all. Speaking separately to the San Francisco Chronicle, Trudy Orlandi and Rosalind Cruz shared that they are not ethnically Native American and that they identify as 'Spanish.' Littlefeather, the sisters said, was born Marie Louise Cruz but changed her name after rediscovering what she purportedly believed was her Native American heritage and becoming active in protests as a young woman. Orlandi said, 'It's a lie ... My father was who he was. His family came from Mexico. And my dad was born in Oxnard.' Littlefeather, famously known for rejecting Marlon Brando's Best Actor award for 'The Godfather' at the 1973 Academy Awards, passed away earlier this month. 18) Somalia: Militants attack hotel in port city of Kismayo

"Gunmen stormed a hotel in the center of the Somali port city of Kismayo Sunday, shortly after an explosives-packed car exploded at the hotel's gates, police said. Officials said gunmen were still inside the Tawakal Hotel and security forces were on the scene. The Islamic extremist group al-Shabab claimed responsibility for the attack. The attack began when a car driven by a suicide bomber rammed the entrance gate of hotel and then exploded, police officer Abshir Omar told The Associated Press by phone. A number of small businesses along the street were destroyed. Some government officials and traditional elders were eating lunch in the hotel at the time of the explosion, he said. 19) CA: Boy disappeared in 2020; police say he was with a teacher

"A California public school teacher has been arrested after she concealed the disappearance of a teenage boy for two years, the Sacramento County Sheriff's Office said Friday. The allegations made by law enforcement and the boy's family are astonishing. According to guardian Katte Smith, who spoke with KCRA, the then 15-year-old left home in Rancho Cordova after getting into an argument with family members. 'He felt like the grass was greener on the other side,' Smith said. Worried family reported him missing in May 2020, and despite attempts by police to locate him, he remained missing until March 2022, when Smith says he unexpectedly returned home and asked to move back in. SFGATE is withholding the name of the boy because he is a minor. On Thursday, the Sacramento County Sheriff's Office charged Holga Castillo Olivares, 61, with concealing the boy." (10/23/22)

20) Court clears way for Capitol riot exploitation committee to get Ward's phone records

"A federal appeals court has turned down former Arizona GOP senate candidate Kelli Ward's attempt to block a House committee subpoena for her phone records in connection with an investigation into the Jan. 6, 2021, attack on the Capitol building and other events related to the 2020 presidential election. A divided panel of the 9th Circuit Court of Appeals voted, 2-1, to deny Ward's request for an order preventing telephone carrier T-Mobile from complying with the subpoena issued by the House select committee probing Jan. 6. Ward argued that the subpoena violates her First Amendment rights by intruding on her activities as chairperson of the Arizona Republican Party, but the order issued Saturday by the appeals court panel's majority said those concerns weren't serious enough to keep the House from accessing details about her calls." "'Hereby it is manifest,' Thomas Hobbes wrote in 1651's Leviathan, 'that during the time men live without a common Power to keep them all in awe, they are in that condition which is called War; and such a war as is of every man against every man.' Hobbes's solution to the absence of a 'common Power' was a 'covenant' with a 'sovereign' who would act on behalf of all -- what we today call 'the state' or 'government' -- thus bringing an end to the terrible war he discerned. So, how well has that worked out for us? ... The verdict was certainly in by 1918, when Randolph Bourne died and his essay 'The State' was published posthumously. The takeaway line: 'War is the health of the state.' Hobbes's 'sovereign' suggestion, as taken, didn't end war. It put war on steroids." (10/23/22)
