I don't know of a channel but if you want to create one, I'll idle it.
It might be good to create one on OFTC or Freenode. Both are popular
with free software projects.
That said, I'm not hugely active on IRC -- when I say "idle" I basically
mean it but I'd support an effort to get something up and running.

The Open Knowledge Foundation has an irc channel which could be a good
place to discuss free culture, open data etc. It has busy and quiet
times, worth a lurk. #okfn on irc.oftc.net ...
