You said in the list that you were planning to modify the basque
ruleset. If you plan to modify the legend, you'd better hurry, because
of this. Once we have a string freeze, all non-critical string changes
(like nation legends) will be done just in trunk, and won't be
released until 2.4. At the usual rate, this could be easily two years
from now.
I know, because it happened to me. I submitted some significant
changes to the Catalan ruleset in October 2007, shortly before the
release of 2.1.0. The list of rulers and cities were OK, but I got
stuck with a really shitty legend until 2.2 (February 2010; in fact
Ubuntu didn't distribute it until last October).
This doesn't apply to your translation (you can update it until the
day before the release) or the lists of rulers and cities in the
ruleset. Since this is not translatable, changes are acceptable at any
moment, there.
