To build a BMS partially responsible for vehicle safety (and possibly your garage/house) - it is wise to adhere to a relevant safety standard before doing too much design work. It is usually easier to implement by design than by redesign (that lesson I know from experience ;-) )
 
Here is a public list of battery standards:
Many of the mentioned standards are not relevant for us, and the list is probably not complete either, but I think it still is worth a look.
 
One standard, ECE 100 Construction and functional safety requirements for battery electric vehicles  might be a good starting point?

Here is the European regulations for electric vehicles. It contains
several detailed specifications and some that I believe should be
applied to PHEV batteries, charger and the BMS. Most of the
specifications are independent of battery technology but some is
directly related to hydrogen emissions, i.e. typically related to lead-
acid batteries.
