Youtube topic ID's

In the Youtube API, there's a parameter called TopicID, which supposedly links videos to Freebase ID's.

When I have a Youtube video, where can I find the TopicID it's linked to? Or is this at all possible?

For instance, the video https://www.youtube.com/watch?v=bYT3lad1puI is linked to the topic /m/0199g, but I can't see the topic ID on Youtube.

What process attaches Freebase ID's to Youtube videos? Is this a manual process? Or is it done automatigally by a freetext search on the Youtube title?
