Halstead Boiler problem

My son has a Halstead Best 60 boiler which has until recently given him two
years of trouble free service. It now though makes a very loud noise when
the central heating is on much like a kettle makes just before the
thermostat kicks in and turns it off, it sounds as though the water is
actually boiling in the unit or like air is trapped in the boiler (it has an
automatic air release valve fitted). I have noticed from his manual that
came with the boiler that there is an "over heat cut-off device" fitted to
the boiler, could this be the problem? I have connected an ohmmeter across
the two terminals which are short circuit all the time regardless of
temperature reached, anyone know whether this should be going open circuit
at a particular temperature or am I looking in the wrong direction?

Depends, check the water temp the burner goes off at. If it's
above your control stat, replace it. If it's shutting off at the
correct temp then it could be either scale\reduced water flow(pump?)\air

Thanks for the advice Simon it is much appreciated, there is a manual
control on the front of the boiler with six settings numbered 1-6, when I
change the setting on this as it is heating up it does not switch the boiler
off as it does on my own one, there is a thermistor sensor that is wired to
the pcb which I assume is there to detect changes in the water temperature,
this appears to be working OK as the resistance on the thermistor changes as
the water heats up, so do you think the pcb may also be suspect.
