you decide on a design for the carrier, built around a specific
plane,then you decide to buy a cheaper plane, which entails adding a
Catapult to the carrier, surely the money you save will be spent on
the carrier, not accounting for the fact the planes will not be
delivered some years after the carriers have been launched ?
