What is the deal with all these "password protected" .rar's?

Can someone please explain to me what the whole password protected .rar
thing is about? I wound up going to one of the links on TOR through a
VM out of curiosity and it just seems like an affiliate nightmare.

I guess it means it was someones private property once, before you got it.

Or it could also mean someone is trying to cash in on the internet via
password protected ebooks. Either way it is bad news.

Could just be people wanting to keep their ebooks in a smaller circle.
