Signs legislation to Ban the Sale of Violent Video Games to Minors
Remarks
Governor Arnold Schwarzenegger announced today that he signed
legislation to ban the sale of violent video games to minors. In
addition the Governor signed legislation to: require cigarettes sold in
California meet fire safety standards, protect high school athletes from
the dangers of performance enhancing dietary supplements, improve and
encourage adoptions, promote long lasting and loving homes for foster
children, provide better support for youth leaving the foster care
system and protect babies from neglect or abuse.

involvement in determining which video games are appropriate for their
children. The bill I signed will require that violent video games be
clearly labeled and not be sold to children under 18 years old. Many of
these games are made for adults and choosing games that are appropriate
for kids should be a decision made by their parents," said Governor
Schwarzenegger. "I also signed into law legislation that will improve
foster care services, guard kids from the dangers of steroid use,
protect children and everyone from accidental fires by requiring
cigarette manufacturers to change the way they make their products,
improve the adoption process in California and save babies from neglect
and abuse. It is very important to continue putting our children first
and doing everything we can to protect their well-being."
Protecting Children from Violent Material
AB 1179 by Assemblymember Leland Yee (D-San Francisco) - Violent video
games: sales to minors.
* Video of the GovernorAB 1179 prohibits the sale or rental of
violent video games to anyone under the age of 18 and requires a label
to be affixed to all games falling into this category. This legislation
also imposes a fine of up to $1,000 on anyone who sells or rents violent
video games to minors.
Protecting Children's Safety
SB 116 by Senator Bob Dutton (R-Rancho Cucamonga) - Child abandonment:
newborns.
* SB 116 reduces the number of abused children and child deaths by
extending the Safely Surrendered Baby Law. Under this program a parent
can surrender their baby to local safety offices without fear of
criminal prosecution.
SB 720 by Senator Sheila Kuehl (D-Santa Monica) - Court orders.
* SB 720 requires information regarding domestic violence protective
orders to be entered into the Statewide Domestic Violence Restraining
Order System in order to ensure the protection of victims of domestic
violence.
SB 726 by Senator Dean Florez (D-Shafter) - Dependent children. Click

* SB 726 gives courts the option to require a home visit by a social
worker within three months after placement to ensure safety and
appropriateness of a child's placement with a non-custodial parent.
AB 178 by Assemblymember Paul Koretz (D-West Hollywood) - California
Cigarette Fire Safety and Firefighter Protection Act.
* AB 178 requires all cigarettes sold in California to meet fire
safety standards and be made using "self-extinguishing" technology.
Protecting Children's Health
SB 37 by Senator Jackie Speier (D-Hillsborough) - Prohibited substances.

* SB 37 prohibits performance enhancing dietary supplements from
being used by high school student athletes and requires student-athletes
and their parents to sign a pledge not to use them. In addition, this
legislation requires all high school sports coaches to complete a
coaching development program that includes education on the use of
steroids and performance enhancing dietary supplements.
SB 377 by Senator Deborah V. Ortiz (D-Sacramento) - Medi-Cal: dental
services.
* SB 377 prevents premature deliveries and low-birth weight babies
by immediately providing dental services to pregnant Medi-Cal
beneficiaries.
Protecting Foster Children
SB 358 by Senator Jack Scott (D-Altadena) - Child care.
* SB 358 gives foster parents greater freedom to enjoy an occasional
night out by allowing them to choose a babysitter as they would for
their own children.
SB 436 by Senator Carole Migden (D-San Francisco) - Foster care:
transitional housing.
* SB 436 will provide a safety net and increase the amount of
housing available for pregnant and parenting foster teens.
SB 500 by Senator Sheila Kuehl (D-Santa Monica) - AFDC-FC: pregnant and
parenting foster youth.
* SB 500 keeps teen moms in foster care united with their babies by
providing placement in a whole family foster home where teen parents
develop the skills necessary to provide a safe, stable and permanent
home for their children. In addition, this legislation allows for full
foster care payment to be paid for both the teen parent and their child
and provides an additional $200 a month in support for the child.
AB 519 by Assemblymember Mark Leno (D-San Francisco) - Parental rights.
* AB 519 allows foster youth to emancipate from the foster care
system with the child's legal parentage intact and a connection to a
family and therefore reinstate the child's right to inheritance, social
security and other survivor benefits.
AB 760 by Assemblymember Pedro Nava (D-Santa Barbara) - Criminal
procedure.
* AB 760 allows parents or custodians of a minor child who have been
arrested to make two additional phone calls to arrange for the care of
their child.
AB 824 by Assemblymember Judy Chu (D-Monterey Park) - AFDC-FC benefits:
transitional housing.
* AB 824 stabilizes housing needs for youth exiting the foster care
program by offering transitional assistance up to age 24.
AB 1116 by Assemblymember Leland Yee (D-San Francisco) - Community care
facilities: foster children: injections.
* AB 1116 authorizes designated foster care providers and other care
providers to administer injections and provide emergency assistance to
foster care children if trained by licensed health care professionals.
AB 1261 by Assemblymember Mark Leno (D-San Francisco) - Foster children:
education.
* AB 1261 protects the continuity of education services for foster
youth and ensures that former foster youth have access to their vital
health and education records by requiring county welfare departments to
provide this information to the child when they come of age.
AB 1412 by Assemblymember Mark Leno (D-San Francisco) - Dependent
children: out-of-home placements.
* AB 1412 promotes the cultivation of supportive relationships
between foster youth and mentors, which will result in valuable,
life-long relationships with people who can help foster children
succeed. In addition this legislation allows foster youth to participate
in their own case planning and gives them a voice in their lives and
future.
AB 1633 by Assemblymember Noreen Evans (D-Santa Rosa) - Foster children:
high school: social security assistance.
* AB 1633 increases foster youth's access to benefits and assists in
their transition out of foster care by ensuring that children and youth
in foster care receive the maximum assistance from social security and
supplemental security benefits. This legislation also extends benefits
to up to age 19 for foster care children seeking a high school
equivalency certificate.
Improving and Encouraging Adoption
SB 218 by Senator Jack Scott (D-Altadena) - Termination of parental
rights: prospective adoptive parents.
* SB 218 allows for increased continuity of parenting and adoption
by a caretaker by allowing the court to designate a caretaker as a
prospective adoptive parent of a child who is a dependent of the court.
SB 302 by Senator Jack Scott (D-Altadena) - Adoption.
* SB 302 allows for continuity of parenting by clarifying laws
regarding adoptions, expediting adoptions and increasing the permanency
of pre-adoptive placements.
Protecting Children's Rights
AB 1669 by Assemblymember Judy Chu (D-Monterey Park) - Employment:
discrimination.
* AB 1669 allows minors who were discriminated against under the
Fair Employment and Housing Act to file a complaint as an adult by
extending the statute of limitations to one year from the date the
complainant turns 18 years old.
Governor Schwarzenegger also vetoed the following bill:
AB 880 by Assemblymember Rebecca Cohn (D-Saratoga) - Dependent children.

Governor Schwarzenegger has consistently taken action to protect and
provide for California's children by:
* Investing in education at the highest level in the history of
California by increasing K-14 funding by nearly $3 billion and going
beyond Proposition 98 requirements.
* Increasing funding for the Healthy Families Program by 18 percent,
securing $346 million to provide low-cost or no-cost health insurance to
California's hard-working families -- money to provide important
healthcare for 867,400 kids, an increase of 126,600 above last year.
* Strengthening Megan's Law and signing legislation to protect
children from sex offenders and child abuse. Governor Schwarzenegger
also proposed the toughest sex offender laws in the history of
California when he asked the Legislature to support the Sexual Predator
Punishment and Control Act. The Governor hopes the Legislature will join
with him in the coming year to pass this critical legislation to protect
California's children.
* Leading California's efforts to combat our obesity epidemic by
signing landmark legislation to bring healthy food and drinks into
California public schools.

find on this, and every so-called "study", that finds that kids are
MORE likely to be "violent" after watching/playing this stuff, fails
to distinguish between simple youthful exuberence and friendly acting
versus actual heinous vicious criminal violence. It's as though they

Irrelevant. They AREN'T REAL! They are button-pushing!! The kids who
play them KNOW that, which is why the stats for HEINOUS VICIOUS
VIOLENCE are lower among video-game players than among comic book
readers.
But what is even MORE sad, is that those comic readers who are being
deprived of expensive video games and game systems are USUALLY kids
who are trapped in worthless or abusive families with no prospects
and no hope for a future, and THEY HAVE to undertake violence because
it is what they have to deal with constantly in their life and the
only visible path OUT of that.
