Hi Kevin,

Thanks for the link. I had a quick look through the document and a
scan of the section on Fair Use. In their conclusion to the section
(page 123) they invite further submission on the subject and, in
particular, empirical studies that show its impact on innovation.

Is anyone aware of such studies? It might be worthwhile to chuck some
links around on this mailing list to that end.
