Is corporal punishment a factor to high in primary schools dropout and poor performance?
This is what our finding suggests.
An opinion poll voice of life conducted
with pupils in selected schools in Arua district has confirmed that, corporal
punishment is one of the key issues which has resulted into high school dropout
rate and poor performance in primary schools.
Tracy Joan Letasi, a pupil of
Usindi primary school while sharing her experience on teachers said in Usindi
primary, teachers are restricted from torturing pupils because one of the rules
and regulations of the school stipulates that teachers must not punish pupils
but find the truth as to why a child miss behaves and be able to advise the
child gently.
She explained that due to
corporal punishment, some children fear to come to schools while others fear to
learn from teachers who consider punishment as a way of disciplining them.

Letasi who is now in primary six
advised teachers to be friendly and love their learners so that they can
perform better. She says just because teachers in Usindi do not torture pupils,
the school produces better results compared to other neighboring schools. The
P.6 pupil however requests parents to provide a conducive environment to their
God given gifts and provide for them basic scholastic materials.
According to Dan Leta, a pupil of
Arua hill primary school, corporal punishment inflicts serious pain, causes
bodily harm to children which can in the long run deform their physic. He noted
with concern that most victims of corporal punishment end up dropping out of
school while others are psychologically disturbed, hence making them attain
poor results in schools. Dan added that many teachers after getting drunk end
up torturing pupils in class.
Leta identified some of the
common causes of corporal punishment as drunkenness by teachers, revenge by
teachers who under went the same experience during their school time and meager
salaries of teachers which frustrates their effort and diverts their
professional code of conduct and ethics in schools
Another pupil identified as Wonderful
Ashianut, from Bright Horizon said many pupils and teachers have developed grudge
just because of teachers torturing pupils. According her some teachers transfer
their anger after facing criticism from parents.

She identified some of the
effects of corporal punishment as fainting; sadden death, exposing children to
wrong behaviors among others. Ashianut, advises teachers to build a harmonious
relationship with pupils, love them so that the children can respect, forgive
and build friendly relationship with them. She however requests teachers to use
convincing terms with the government on the issue of salary increment.
When contacted for response, the
head teacher of Swalihin primary school Mrs Hamida Musa urged teachers to stop
using corporal punishment as a way of disciplining a child so that the schools
can become a safer environment for pupils. She advises teachers to be friendly
to pupils so that they can also love their teachers.

Justus Afedra, also a teacher of
Swalihin primary lamented over teachers who resort to drinking, saying it makes
them lose integrity at work place. He noted that a drunken teacher can become a
public nuisance and forget his or her code of conduct. Afedra shifted most of
the blame of poor academic performance in schools on the various stakeholders.

Owichi Santa Caroline, a teacher
from Onzivu primary school appealed to the government to increase on the income
of teachers so that they can improve on their professional mission. She says
that many teachers find it difficult to pay school fees of their children and
this has negatively affected moral code of conduct and effectiveness.

The senior education officer of
Arua municipal council, Florence Anguzu blamed the declining academic
performance in schools on non performance by some teachers. She said being a
teacher was not an easy task but requires sacrifice and the spirit of
voluntarism to provide service that can impact positively on standards of
education. The educationist warned that any teacher who cannot volunteer to do
work with meager salary should resign.
In the constitution of Uganda
corporal punishment is considered as an offence and attracts capital punishment.
