Summary of July 1, 2009 Meeting with Governor Kaine
RE: PATH Transmission Line

Frederick County Board of Supervisors’ Chairman Richard Shickle and
Frederick County Administrator John R. Riley Jr. attended with
Governor Kaine and elected officials from the counties of Loudoun and
Clarke, the towns of Berryville, Lovettsville, and Purcellville, and
the City of Manassas to discuss the proposed Potomac-Appalachian
Transmission Highline (PATH) 765 Kv transmission line. The meeting
was held on Wednesday, July 1, 2009 at the Fairfax County Government
Center and lasted approximately 1 hour and 15 minutes.

Chairman Shickle discussed the following points:

• Oppose PATH proposal because:
o it fails to recognize the previously approved TrAIL
Line’s impact on additional power
demand;
o Existing customers will pay higher utility costs;
o Does not benefit jurisdictions it traverses;

• Develop alternatives, to include improving local
electrical distribution systems in
affected localities so planned land uses will benefit.

• Move SCC hearing from Handley High School to James Wood
High School to facilitate
hearing attendance by affected residents.

• Ensure at least one SCC commissioner is present at each
public hearing.

• Come to our area to meet with affected citizens and see
first hand the impact of this
proposal.

• Governor Manchin remains willing to meet in Winchester/
Frederick County with you
and Virginia and West Virginia local government
officials to discuss this issue.

In addition, the Chairman emphasized the point that Frederick County
continues to be a conduit for power lines with no benefit to the
citizens they impact. “We have electric deficiencies here, yet no
upgrades locally”, Shickle said.

The consensus of those localities present was to:

• Have a real public hearing so all in attendance will have
the benefit of public comment;

• Have at least one SCC member at the hearings; and

• Bury the lines.

Finally, Governor Kaine indicated that he would have his policy team
look at potential legislative issues, such as:

• Have the Office of Consumer Council be an independent office
that can monitor public
concern;

• Require a more regimented public hearing process; and

• Convene in the fall to discuss legislative initiatives.
