i have a D-Link DPH-540 wifi phone (http://www.dlink.com/products/?
sec=0&pid=485) that i would like to use when i'm out and about in the
city,the problem however is the (wifi only) phone doesn't have a web
browser so i can't see the splash page to click the accept button. Is
there anyway I can register it's mac address from another computer?

Without the web browser there is no way, on your end, to setup your
phone. However the people at Fred-eZone can take your phone's Mac
address and white list it, enabling you to do your thing.
