三大公司卖卡扎菲武器详情曝光 难怪中共认了——中共军火商与卡扎菲政权秘密接触详情

星期天，加拿大《环球邮报》披露，该报记者从卡扎菲死党在的黎波里郊外住处发现的一份文件中，显示中共政府的军工企业今年7月跟卡扎菲政权秘密接触，同意提供价值两亿美元军火。利比亚过渡政府说，几乎可以肯定这些武器已经被用于对付利比亚人民。但中共政府否认有此交易，虽然承认了彼此间的接触。 此消息震惊全球。这份文件的内容究竟是什么？《环球邮报》星期天将之公布在其网站上，并对这份阿拉伯语的文件提供粗略的英文翻译。

文件在“讨论”部分就利比亚官员与中共政府的军火企业进行讨论的要点做了如下报告：
“出口这些（中国）公司库存的武器与设备的条件是A）这些公司建议利比亚跟阿尔及利亚或南非签合同，因为那些国家先前跟中国合作过。B）这些公司可供出售的、现在在阿尔及利亚军火库中的军火将可以立即直接发送，之后，北方工业公司和中国精密进出口公司将通过向阿尔及利亚出口来补足。C)由双方代表安排付款方式。D）通过第三方的出口可通过阿尔及利亚或者南非进行。D）下一次讨论、谈判、签署合同应该在两家中国公司在阿尔及利亚的办公室举行。F)这两家公司表示被展示的库存军火直到2011年8月都可供出售。G)万一需要更大数量的军火，在讨论和签署合同的过程中应该把制造军火所要求的时间具体确定下来。”
该文件在“建议”部分写道：
“第一，中华人民共和国是我们的好朋友，我们原先从他们那里进口过数种武器、弹药和设备（在我们跟他们的会面中两家公司的代表都提到了这些）。第二，这两家公司要求在中国进行的讨论应该保密。第三，我们建议为了捍卫我们的国家和革命并铲除所有犯罪团伙，我们应抓住这一机遇以获得我们所需要的东西。
该文件最后附有所有武器弹药的清单和价格，显示中国军火企业提供价值2亿美元专门用于击落飞机的火箭炮、反坦克导弹和便携式地对空导弹及其它军火的详情。
利比亚过渡政府周日引用该文件说，中国国营军工企业在卡扎菲与利比亚反抗力量交战的最后几个星期里愿意出售其政府军火储备显然违反了联合国制裁利比亚的决议。
纽约时报报道说，中国军工企业清楚显示了这些军火通过阿尔及利亚或南非这样的第三国运送。这三个国家都反对联合国授权北约在利比亚对抗卡扎菲军队的军事行动，但这三个国家都支持联合国安理会较早通过的对利比亚实行武器禁运的联合国决议。

According to your orders, we travelled to the People”s Republic of China in co-ordination with the Military Attache in China with Libyan defence officers to visit weapons manufacturing companies and request they provide us with the weapons and bullets previously specified in the list we supplied. For this purpose, we travelled from Tripoli to Tunisia on July 15, 2011, overland and arrived in Tunisia on the same day, where we booked our tickets from Tunisia by Lufthansa airlines for travel to Beijing via Frankfurt, Germany, as follows:
1. Tunisia – Frankfurt, on July 15, 2011 at 3:30 a.m.
2. Frankfurt – Beijing, on July 15, 2011 at 5:30 p.m.
We arrived in Beijing on July 16, 2011, at 8:30 a.m. We were hosted by our military attache, senior general Mohammed Saleh El-Mahadewi [all spellings unconfirmed]. Our reservations at a Beijing hotel were made by the military attache, and he also requested the company representatives to visit us the following day.

NORINCO company:
We began by meeting NORINCO, a company from northern China that manufactures weapons for the Chinese government’s land forces. I submitted a list of the weapons and bullets we needed, and the company demonstrated its initial willingness by agreeing to offer all it has in its stockpiles, which are ready to be exported. It was obviously ready to accept any orders to be manufactured, and prepared to hand over the required quantities the following day. They brought a list of weapons and ammunition which are available in the company stockpiles which are ready for export. One day later, we were requested to extend our accommodation for two days to find out about the quantity of ammunition stored at factory locations outside of Beijing. On Saturday July 22, 2011, the company brought the enclosed list which notes the weapons and ammunition that are available in the company stockpiles, including prices and technical properties.
China National Precision Machinery Import & Export Corp (CPMIC)
After co-ordinating with the military attache in China, senior general Mohammed Saleh El-Mahadewi, we had a meeting with deputies of the CPMIC company and offered them a list of weapons, ammunition, and other requirements; they demonstrated their willingness to provide whatever is available in their stockpiles, making sure they are physically ready to be exported. The following day, we were offered a list of weapons, ammunition, and other requirements which are available and can be exported immediately, as well as prices and technical properties

We had a meeting with the company in the presence of the Libyan military attache; and he submitted our needs and the company agreed to offer whatever is available

In the discussions that we had with the Chinese government firms, the following was discovered:
Terms of export for weapons and equipment which are available in the company stockpiles
A) The companies suggest that they make the contracts with either Algeria or South Africa, because those countries previously worked with China.
B) Items offered by the companies which are available in Algeria’s stockpiles (i.e. Algerian Army) can be delivered directly, and both the companies CPMIC + NORINCO will make up the numbers by exporting to Algeria afterward (in case Algeria agrees).
C) Method of payment should be arranged by the deputies of both sides.
D) Export via a third party may take place whether through Algeria or South Africa
E) The next discussions, negotiations, and signing of contracts should be held of the offices of the two Chinese companies in Algeria.
F) The two companies stated that the exhibited stockpile will remain on offer until August, 2011.
G) In case greater quantities are needed, the time required for manufacturing should be specified during discussions and signing of contracts.
The military attache in China made the necessary co-ordination procedures with the Chinese companies to get everything ready for acceptance
