On May 26 2005 I dropped some papers off at the Mayor's office for
his attention.


RECAP

May 26 2005 I dropped off the corespondence at the Mayor's office with
a request that he let me know of his intentions.
August 12 2005 I drove back down to the Mayor's Office to find out
that my inquiry was passed on to Carmen Smith so I wrote her.
October 5 2005 I received her e-mail informing me that my package has
been received by the Mayor's Office.


It took 4 and ½ months to be informed of that
which I already knew.


As of at least October 5 2005 the file has been in your hands. Carmen
never mentioned when it went to you
It is now January 5 2006 at least 3 months since you were handed the
file and I remain patient to hear from you.

That would be 7 ½ months since I dropped off my package.

Imagine my surprise

I went to my e-mail to send the above to you where I noticed that you
had already responded to me. I have been extremely busy on other
pressing matters for the past 2 months not allowing me time to attend
to my e-mail. I had forgotten that I had e-mailed you October 18 2005.

I have attached a copy of your response (page 6)

Being of sound mind I conclude that the Mayor's office is not the
office to deal with this matter.


FYI

There are several copies distributed around in safe locations should
there become no record of me.
By the time you receive this letter copies of it will have been
distributed likewise.

I thank the Mayor's Office, CITY of TORONTO for their cooperation and
actions providing more evidence lending credence to that which was
contained in the 2 inch thick package that you have no record of
receiving through the Mayor's Office.

Recent news of the War VETS finally winning their quest after death
suggests to me that the Federal level is not a reasonable avenue to
pursue so I will look else where.

I will now expand and hasten my quest to seek out persons who can help
in my endeavor to help mankind help themselves.


Today I stand alone .Tomorrow......................

I thank you for meeting with me and my friend Dave at the Mayor's
Office last Thursday 30 2006.

We had just dropped in at the Mayor's Office without appointment where
we were greeted by Joanne Miller (Receptionist) who looked up the
whereabouts of my papers. Joanne was sitting in for Dalton who was on
vacation. I noticed the name plate attached to the counter. "Dalton
Djantzi" but it did not identify his position.

On the computer screen she pulled up the e-mail from Carmen Smith,
Special Assistant to the Mayor dated October 5 2005 which I showed
you.

Joanne Miller had called Mathew Lee upon my request to find my papers
and I assume he referred the matter to you.

You mentioned that you had already seen this on your own computer
before coming to meet with me.

During our conversation I asked you to read a copy of the e-mail I
received from Fareed Amin, Deputy City Manager which you did rather
quickly.

You didn't see anything out of the ordinary which I questioned and
asked you to read it again.

You did and explained to me that the Deputy City Manager is from a
different department.
You were from the political department and I offered that Fareed was
with the bureaucratic department which you confirmed.

I asked again if you didn't see anything particularly unusual with
Fareed's e-mail which you still replied NO.

The evidence obviously indicates that my papers came through the
Mayor's office and got as far as Carmen Smith who informed me that
they were forwarded to Fareed sometime before October 5 2005.

I am just an ordinary person who reads things in ordinary English and
am not gifted in political speak and must assume that both Carmen and
Fareed are coherent to that fact.

In ordinary language I interpret Fareed's e-mail to state that his
office had communicated with the Mayor's Office on more than one
occasion and yet Fareed had no idea that that my paper's had been
forwarded to his office by Carmen Smith who states so in her e-mail.

If they disappeared in transit from Carmen to Fareed I would have
expected a response in that fashion and if that really was the case I
would like an explanation as to how the papers were delivered, by
whom, to whom etc.

I sent an e-mail to Carmen Smith on January 15 2006 requesting answers
to the obvious questions that would arise when documents go missing
but Carmen did not respond. I have attached a copy of that e-mail.

It is readily apparent that the contents of these papers which are of
a serious nature regarding huge wastes of the tax payers money doesn't
concern the Mayor's Office. That, I suspect is not unusual to his
Office.

It is also apparent that Carmen Smith had plenty of time to read my
papers and I suggest that she must have done so to decide where the
papers should be redirected.

If she did not read my papers, one would wonder why?
If she did read my papers then one would wonder why the Mayor isn't
concerned, wouldn't you think?
If he was concerned there would have been an attempt to look for the
documents, wouldn't there?

It is now my understanding that you would have me believe that the
missing papers are missing as a result of the Mayor's Office
incompetence.
The City Manager's Office has not seen the papers, is how you read it,
so they can not be involved.

If the Mayor's Office is concerned then please show the attachment to
Carmen Smith when she returns from where ever she is and ask her to
respond to it immediately

While we are waiting for her I request that you show this and the
attachment to the Mayor immediately and ask him to respond to me.

I ask that you keep me informed once again even though you feel it is
a too much of a bother.

Please pay particular attention to page 6(see copy below from Fareed

Now, this is very important.

It matters naught to me how and when you respond to these questions,
however, I suggest that your response is of the utmost importance to
you.

(1) Have you seen page 6 before now and if so when?
(2) Did you, or did you not send me an e-mail on October 5 2006? (See
copy below)
(3) Is the copy below, a true copy of the e-mail you sent me?
(4) When did you first receive my package and correspondence?
(5) Who gave it to you?
(6) Did you read the correspondence addressed to the Mayor from me?
(7) Did you read my 19 writings of the package or any part of it?
(8) Did you discuss the contents with anybody?
(9) Who did you discuss the contents with?
(10) Who instructed you to give the documents to Fareed Amin, Deputy
City Manager?
(11) When did you give my documents to Fareed personally?
(12) If not, who did you give them to?
(13) What is that persons e-mail address?

I have no doubt that you are an intelligent person with a respectful
background with City Hall.
I have brought a serious matter to the attention of the Mayor's Office
which I presume that you are aware of just how serious it is. It is
escalating.

FYI

The Mayor's Office has now provided evidence to confirm that my
concerns mentioned in my 19 writings to the Legal Surveys Property
Management Department are inherent to the whole system.

I do not know if you are aware that I have other matters pending which
the Royal Canadian Mounted Police are involved with. I await their
report.

I also have other matters going on with the York Regional Police, the
Province of Ontario, Housing Rental Tribunal, Investigations and
Enforcement and the Sherriff's Office.

All of my concerns are well documented and they all are related and
come to the same conclusion.

I have forwarded the e-mail from Fareed Amin dated November 4 2005 to
various newspapers, Toronto Sun, Toronto Star, Globe and Mail, York
Region Advocate and four of its affiliates.
I have sent to all the branches of the Canadian Taxpayers Federation
and I will be sending the City of Toronto Police department a heads up
on the matter should anything happen to me.

I have many copies distributed to many acquaintances, and friends who
can not be traced by confiscating my computer.

I will also be forwarding the matter to the Ontario Provincial Police.

All of the above will have been informed before you receive this.

So far, I have been unsuccessful in bringing this information to the
public but let me assure you that I am a determined man.


I will begin my search for a lawyer immediately to take over from
here.

So, the 20 questions I have asked you to respond to are of a simple
nature which require a simple answer.

You will have opened it on January 16 2006 and given the importance of
this matter it would generally be presumed that a competent person
could and would respond immediately.
I expect you to do so

Hi Fareed

On November 4 2005 you sent an e-mail to me requesting I resend my
papers and that you would respond accordingly.
Your office had been communicating with the Mayor's office and you
regretted to inform me that there was no record of my papers coming
through the Mayor's office.

On April the 5th 2006 I sent an e-mail requesting that you detail your
efforts to find these papers which I have yet to receive your
response.

In fact I requested many at the Mayor's office to do likewise but no
response either.

In that e-mail I stated that my papers would be available on April 7
2006 for all to see on my site

I did so to remove the possibility that they may get lost again and to
assure that there be no doubt as to which papers are on the table.

I appreciate your prompt attention to my 30 May 2006 e-mail .I am
sorry you have been swamped with budgetary items and other day to day
issues.

I have been experiencing the same.

Please note that I do not claim to have dropped off a package and
related correspondence to the Mayor's office.

I did drop off a package and related correspondence to the Mayor's
office on
May 26 2005 and Dalton Djantzi received me and provided me with a
receipt and stamped it "Office of the Mayor 05 May 26 PM 4:00"

On August 12 2005 I went back down to the Mayor's office with my
mother where Dalton greeted me again. He went to his computer and
within a couple of minutes informed me that Carmen Smith now had my
papers and then wrote her name, e-mail address and phone number on an
identical piece of paper to the original receipt, stamped it "Office
of the Mayor 5 Aug 12 PM 2:57"

I e-mailed Carmen Smith the same day when I got home and she e-mailed
me October 5 2005 to acknowledge that she had received my package and
related correspondence and any further inquiries should be directed to
you.

Please see page 4 of the attached e-mail that I had originally sent to
you on January 5 2006 which confirms this.

Carmen did not state that she had passed on my package and related
correspondence to you and I apologize for making what seemed to me a
logical presumption.

I have also attached a copy of the e-mail I sent to Irene Schneider
and you April 3 2006.

In it I mentioned that a friend of mine Dave Kirby accompanied me and
witnessed that the e-mail from Carmen Smith was called up on the
computer by Joanne Miller, acting receptionist standing in for Dalton
Djantzi at the Mayor's office.

I apologize in advance now for my next presumption.

Perhaps a little less reiterating will find you less swamped.

Re: Survey and Mapping Operational Improvements

I know that it would have taken a considerable amount of your valuable
time to read through my papers and I appreciate very much your prompt
attention to my concerns.

You are correct in identifying two areas of concern dealing with
standardization of procedures and technical surveying issues and
certainly must be dealt with, however there are other issues more
important which are the reason there is so much waste of the Canadian
tax payers money.

The two areas of concern which you have identified are symptoms of the
more important issues.
These symptoms run rampant throughout the public offices and I have
quite a pile of correspondence with public offices to prove my
allegations.

The more important issues

General Attitude of Public Employees (see gallagher papers 1)
This paper was submitted to the survey management team in July 2003

You will note that I make reference to the protection of homeowners
and taxpayers there.
The City Survey Management team never considered the people who pay
their salary.
Not one of the supervisors who were asked to comment had the taxpayer
in mind.

I should also mention that I was not invited to comment. I just nosed
my way in.

I have written 19 papers to the surveys management team asking for a
response to each paper.
Each paper contains issues that need to be dealt with and each paper
requires a response.
Each of those responses are the main issues.

It took a considerable amount of work and research to present these
papers and the questions that arise are the culmination of my 40 years
of extensive survey experience in both the public and private sectors.

It has been 3 years since I first wrote the Surveys Management team
and I have yet to receive a written response to any of my papers.

They are the main issues at this time.

To be succinct as I possibly can with my limited vocabulary I, to this
day am waiting for written responses from Bruce McPherson, Property
Surveys Manager, for each and every one of the 19 gallagher papers
which should have been dealt with by him in a timely fashion.

They are all important issues, they deserve answers and I will not
rest until I get them.

Please inform me immediately as to your course of action regarding the
main issues.

I have experienced the same problem.

So, do we just say, "Oh well, I guess that's how it is. C'est la
vie?"

Is this the norm or just special to my papers?

Considering the importance of the subject matter "Waste of taxpayer's
money" I ask if you are going to follow up on this matter?

Is Carmen Smith, Special Assistant, Office of the Mayor allowed to
just ignore your efforts to track my papers?
Is Carmen Smith, Special Assistant, Office of the Mayor allowed to
just ignore my efforts to track my papers?

If this is the norm then I would have to ask why and I suggest that
your Executive assistant had to waste taxpayer's money attempting to
get information from the Mayor's Office due to the uncooperative
Carmen Smith.

This begs the question "Why is she uncooperative?"

Again considering the subject matter and the matter as to how
concerned your office is about the waste of taxpayer's money it begs
the question, Why do you not bring the matter to the attention of the
Mayor?

Assuming Carmen Smith has consulted the Mayor on this matter and this
is the direction they have chosen to take I would have to think they
have made the right decision to avoid responding.

If the Mayor's office is without guilt why would they clam up? Why
would they not forward you the papers? Why would they just not say
they lost them if that was the case? I suggest that it is too late for
that response now.

Why are there so many questions to ask?

Why haven't you asked them?

I request that you pursue this matter.

Proper questions directed to the right people may someday leave you
left less swamped in budgetary items and day to day issues.
You may say "Ya right, I'd be fired and you would be swamped with
personal budgetary items and day to day issues."

Please respond to each of the questions I have asked.

Each unanswered question multiplies itself, you may have observed,
hence more work.

Tis a tangled web we weave, when first we practice to deceive.
