issues installing Frameserver for Vegas Pro 18

Hey. i loved using Frameserver back then, but  somehoe i cant get it to work today.
i am using Vegas Pro 18 (Steam Edition).
but no matter what i try, no matter where i put the plugin, Vegas does not show "Debugmode Frameserver" in the "render as" window. 
i tried the "Video Plug-ins" folder inside vegas ...
i tried the "FileIO Plug-Ins" folder inside vegas, which as far as i remember, used to be the right one ....
i tried version 3.1 ... i tried version 2.14 ...
i tried all the plugin files i could find,
dfscVegasOut.dll

dfscVegasOutV2.dll

dfscVegasOutv3.dll
Frameserver.x64.fio2007-config
(individually, and all of them at once)

no matter what i try, it doesnt show up in the "render as" window. 
and i couldnt find any specific install instructions for Vegas 18
i know i might just be dumb .... can someone help me?

on a side note: i read "freameserver 4.21" on here too. 
but on https://www.debugmode.com/frameserver/ i can only find 3.1 or 2.14

now i also tried a version 4.21 which i found on https://www.videohelp.com/software/Debugmode-FrameServer  (Cumincode FrameServer?)...
still, vegas 18 doesn't show any frameserver stuff in the "render as ..." window
