Windows Style Builder is a theme editor. In fact, one of the most effective tools not only for creating but also for modifying. The program has been released since as far back as 2009 and originally supported only Windows Vista and 7. However, thanks to recent updates it can also work with themes for Windows 8, 8.1 and 10.

The color and size sections of .theme files can be replaced by .msstyles files which enable you to modify desktop elements in more detail. These files are specified in the visual styles section of a .theme file. Following is an example of a visual styles section.
Adding a Path element to a .msstyles file is optional. If you supply a path, you should remove the metrics and color sections from the .theme file. When these sections are removed, the colors, fonts, and sizes for a theme come from the .msstyles file and match the .msstyles author's intent. Failing to remove the metric and color sections can cause Windows or applications to have drawing problems.

if you may like, I uploaded on github a dark theme I made some months ago to avoid blinding my eyes when spending many hours on the editor.. I made it because with all the others themes some Eclipse parts remains ugly and unstyled.
With my Eclipse configurations works quite ok, if you'll find some elements that remains unstyled you can submit an issue or suggest a change and I'll try to correct it if it's possible ;) (remind that currently, CSS styling support in Eclipse it's uncomplete and sometimes buggy..)
Windows 10 users are out of luck as Microsoft disabled taskbar button skinning based on themes (visual styles) in this OS. Also, as Windows 10 constantly keeps changing, a theme will not work for long. Major updates will break it.
