All epoxy is not alike.  It sounds like you’re concerned that repeated flexing might break the epoxy.  My first concern might be that the paint would come loose under the collar.  West Systems offers ‘toughened’ epoxy.  I believe it has some rubber in it.  And it’s used for places where motion/vibration might break a box.  It might be worth giving them a call to discuss.  They always like to learn about new uses for their products.  If they suggest it’s a go, you might want to sand of the paint directly under the collar.  Otherwise, I’d guess it should work.

I am aiming to cut off the top of an (over)extended seat-tube and attach a full-ring seat-binder to the new, now lower top-end of the seat-tube.
This being a 'non-structural" point of the frame that will be tightened by the bolt whenever there is a rider, I'm imagining that it is safe to epoxy the full circle of new seat-binder onto the top of the seat-tube and save the paint. Maybe I need to remove the paint from under where the new binder will be, maybe not?
And is epoxy good or would you recommend something else ?

I realize I did not clearly state:
 
I am thinking of epoxy instead of brazing
that lack of brazing is how I would save the existing paint-job.
This could have been confusing because I do mention I'm not sure if I would be best to remove paint so the glue would stick, that is a secondary concideration.
 
I hope my main question is clear, simply if epoxy is a good enough way to attach a binder-bolt collar that does not have any direct connection to the stays or top-tube.

who does have a torch and enough skills to braze on the collar if epoxy there is a no-no...
I suspect epoxy is good enough, just asking a reality check... thanks for your time and attention !!

I might not be understanding you properly, but if you're going to go to
that trouble (cutting the seattube), can't you just use a regular seat
collar? Assuming you can get something the correct size. Why do you need to
epoxy something on?

Excellent question Steven and Jim ! This is for a travel bike that will have the seat-post removed and re-installed regularly, so the idea was to make sure the collar does not come loose and dissapear. Following your question, and David's caution about the repeated flex of a collar being hard on the epoxy-bond, I think perhaps I will get 2 collars and keep one in reserve in case the original goes AWOL, if it does, I will braze-on the second one and do some paint touch-up =)
Plausibly a good tight(interferance)fit is all I need for a functional collar and to keep it in place...
