culture, which shows its residual influence even on individuals who
renounced Trotskyism or who were never Trotskyists but inherited this
political culture from their parents or older mentors. An unusual
belligerence in foreign policy combined with a desire to export "revolution"
(first socialist, and then, among ex-Trotskyists who move to the liberal
center or the Right, the "global democratic revolution" in the phrase of
Schachtmannites like Joshua Muravchik) distinguishes these ex-Trots and
inheritors of ex-Trot political culture from other kinds of conservatives
and liberals--for example, Anglo-Catholic Tories, Rooseveltian New Deal
liberal internationalists, and Buchanan-style isolationists. Not only in the
U.S. but in Britain and continental Europe, ex-Trots have tended to go from
advocating promotion of socialist revolution to promoting liberal or
democratic revolution. This is a minor but genuine feature of the
trans-Atlantic political landscape that is so familiar, and commented upon
so often by members of the foreign policy elite, not only in the U.S. but in
Britain and France, that it surprises me to learn that anyone claims it is
controversial."

Mr. Wald is Professor of American Culture, University of Michigan.
As a scholar researching for several decades the migration of United States
intellectuals from Left to Right, I have been startled by the large number
of journalistic articles making exaggerated claims about ex-Trotskyist
influence on the Bush administration that have been circulating on the
internet and appearing in a range of publications. I first noticed these in
March 2003, around the time that the collapse of Partsian Review magazine
was announced, although some may have appeared earlier.
One of the most dismaying examples can be found in the caricatures presented
in Michael Lind's "The Weird Men Behind George W. Bush's War" that appeared
in the April 7, 2003 issue of the New Statesman. Lind states that U.S.
foreign policy is now being formulated by a circle of "neoconservative
defence intellectuals," and that "most " are "products of the largely
Jewish-American Trotskyist movement of the 1930s and 1940s...." Moreover,
Lind claims that their current ideology of "Wilsonianism" is really
Trotsky's theory of the permanent revolution mingled with the far-right
Likud strain of Zionism."

Le 4 juillet dernier, un arrêt du Conseil d'Etat a annulé la décision du
ministère des Finances, prise en 1999, de suspendre le versement de la
retraite à Maurice Papon. De ce fait, cet homme, responsable de la
déportation de milliers de juifs français vers l'Allemagne nazie, a recouvré
tous ses droits sur sa pension de retraite de haut fonctionnaire, touchant
par la même les intérêts sur le rappel des sommes qu'il n'avait pas touché
jusque là. Que penser d'une telle décision ? Déjà celle de ne pas juger ce
criminel, complice du plus ignoble crime contre l'Humanité jamais commis,
fut une insulte à tous juifs déportés et à la justice elle-même.

Un éditorial publié en fin de semaine dernière dans le quotidien Fiji Times
a provoqué le courroux du ministre fidjien de l'information, Simione
Kaitani.
Cet éditorial, maniant notamment les notions de "prophète" et d'"hérétique",
mettait en doute le sincérité d'un pasteur évangéliste sud-africain,
Reinhard Bonnke, qui se trouve cette semaine en tournée à Fidji pour une
série de spectacles-concerts sur le mode Gospel et guérisons miraculeuses
sur scène. Réaction du ministre: "ce sont de toute évidence les forces du
mal qui se sont manifestées dans la salle de rédaction du Fiji Times (le
plus important des trois quotidiens de cet archipel' ndlr).
"C'est un article totalement irresponsable, malvenu et contre lequel tous
les Chrétiens de ce pays doivent s'élever", a poursuivi le ministre, qui
estime qu'il s'agit d'une "insulte aux quelque 100.000 de nos gens qui se
sont rendus au stade national pour voir les miracles de notre Dieu".

L¹actuelle position des Etats-Unis dans le monde se caractérise par un
certain paradoxe : sa crédibilité militaire n¹a jamais été aussi élevée, sa
crédibilité politique n¹a jamais été aussi chancelante.
L¹Amérique a déjà été plusieurs fois critiquée, mais dans le passé, ces
critiques concernaient le plus souvent un fragment de sa politique, il
suffit de se rappeler la guerre du Vietnam. La France, par exemple, a été
secouée par plusieurs campagnes anti-américaines, qui cependant n¹ont touché
uniquement qu¹une partie de l¹opinion publique de ce pays, principalement la
gauche et l¹extrême gauche. La situation a bien changé puisque,
actuellement, tous les sondages d¹opinion publiques montrent que cette crise
de confiance envers la politique étrangère américaine s¹est généralisée.
C¹est un phénomène nouveau, apparu après les attentats du 11 septembre 2001,
dû au fait que, malgré toutes les déclarations américaines officielles, il s
¹est révélé que l¹Irak ne disposait pas d¹armes de destruction massive.

The June 15 edition of NBC's Meet the Press was unusual for the buzz that it
didn't generate. Former General Wesley Clark told anchor Tim Russert that
Bush administration officials had engaged in a campaign to implicate Saddam
Hussein in the September 11 attacks-- starting that very day. Clark said
that he'd been called on September 11 and urged to link Baghdad to the
terror attacks, but declined to do so because of a lack of evidence.
Here is a transcript of the exchange:

immediately after 9/11, to pin 9/11 and the terrorism problem on Saddam
Hussein."
RUSSERT: "By who? Who did that?"

White House. It came from all over. I got a call on 9/11. I was on CNN, and
I got a call at my home saying, 'You got to say this is connected. This is
state-sponsored terrorism. This has to be connected to Saddam Hussein.' I
said, 'But--I'm willing to say it, but what's your evidence?' And I never
got any evidence."

its workers received messages two hours before the Twin Towers attack on
September 11 predicting the attack would happen, and the company has been
cooperating with Israeli and American law enforcement, including the FBI, in
trying to find the original sender of the message predicting the attack.
Micha Macover, CEO of the company, said the two workers received the
messages and immediately after the terror attack informed the company's
management, which immediately contacted the Israeli security services, which
brought in the FBI.
"I have no idea why the message was sent to these two workers, who don't
know the sender. It may just have been someone who was joking and turned out
they accidentally got it right. And I don't know if our information was
useful in any of the arrests the FBI has made," said Macover. Odigo is a
U.S.-based company whose headquarters are in New York, with offices in
Herzliya.

Depuis bientôt 10 ans, le Quartet Buccal (compagnie de spectacle vivant
créée en 1994) est en résidence à la MJC de Savigny sur Orge. La compagnie,
association Loi 1901, y a son siège, son bureau ainsi que l'accès à des
locaux de répétition en échange de diverses interventions artistiques.
Dans ce cadre, le Quartet Buccal jouait le dimanche 14 septembre 2003 au
sein de la fête des associations de la ville. Lors de la représentation, les
chanteuses du groupe ont pris la parole pour informer le public sur le
protocole du 26 juin 2003 concernant les intermittents du spectacle. Elles
ont aussi écourté leur spectacle sous les applaudissements du public. A 3
reprises, une conseillère municipale présente sur les lieux a demandé au
personnel de la MJC de couper le son pour faire cesser la prise de parole,
chose qui a été refusée.
Dès le lendemain, le président et le directeur de la MJC étaient convoqués
par le maire, Mr Marsaudon (Député-Maire UMP de Savigny sur Orge) et mis en
demeure d'expulser la compagnie du Quartet Buccal dans les 24h sous peine de
se voir supprimer les subventions municipales nécessaires à la survie de la
MJC. Suite à un conseil d'administration extraordinaire de la MJC, mardi 16
septembre 2003, cette expulsion a été votée à la quasi-unanimité.

plans to fit all cars in Britain with a personalised microchip so that
rule-breaking motorists can be prosecuted by computer. Dubbed the ³Spy in
the Dashboard² and ³the Informer² the chip will automatically report a wide
range of offences including speeding, road tax evasion and illegal parking.
The first you will know about it is when a summons or a fine lands on your
doormat.
The plan, which is being devised by the government, police and other
enforcement agencies, would see all private cars monitored by roadside
sensors wherever they travelled.

easily be adapted to spy on Americans.
The project's centerpiece is groundbreaking computer software that is
capable of automatically identifying vehicles by size, color, shape and
license tag, or drivers and passengers by face. According to interviews and
contracting documents, the software may also provide instant alerts after
detecting a vehicle with a license plate on a watchlist, or search months of
records to locate and compare vehicles spotted near terrorist activities.

tenu du 10 au 12 juin à Rennes, le général Jean-Louis Desvignes, ancien chef
du service central de la sécurité des systèmes d'information et actuel
commandant de l'Ecole supérieure et d'application des transmissions (l'ESAT,
chargée de former les informaticiens de l'armée), a fait part de ses
inquiétudes face à la tendance que suivent certaines technologies de
l'information. Il a notamment évoqué la restriction du périmètre de la vie
privée, le besoin de recourir plus massivement aux logiciels libres, ainsi
que les erreurs commises par l'Etat français en matière de cryptologie.
