I have received an informal notice from a firm that they are willing to give me an offer, but the firm requests me to provide a reference contact before sending me the formal offer. They want to call my direct manager to do a reference check. I have already left my previous job so this is not that problematic, but I would imagine job seekers who are currently employed would be unwilling to provide this reference contact before receiving a formal offer. Currently, I also have a few offers, so I want to provide the referral contact only after I have received offer and would be sure I will join the firm.
My question is, is it normal for companies to call referees before providing an offer letter? Is it okay to tell the HR I will be willing to provide the referral contact only if I receive the offer first? Also, if my ex-manager provides negative comments about me, could this cause my offer to be cancelled?

I think it is a fair ask from HR to do a reference check before issuing an offer letter. Given the bad economic environment, resulting in significant layoffs, companies are more cautious and choosy with hiring
If the reference is negative, there is indeed the possibility that the offer could be dropped. Alternatively, depending upon the negatives highlighted, the company might conduct further interviews to test out more on the specific negative points highlighted
From my experience, BCG and Bain only ask for background check after candidate accepts the offer, with a clause in the offer that if the background check doesn't go through, the offer would be invalid.
I believe it is fair to ask at least the general terms of the offer (eg salary, benefits or anything else you would need to evaluate the offer) before providing the reference. I would not ask for the formal contract, as the previous elements should be enough for you to make a decision anyway.
Accept my congratulations to your several offers. Well-done! Regarding reference call, this is not really common in consulting to ask for the references. Because, normally you already provide your reference certificates during the application process, for example from the past internships or past working experiences. However, yes, you can insist that you would be willing to provide reference contact only after you receive and sigh a hard copy.

Usually, background checks are executed before the formal offer, so I would not push the company for an offer in your case. You can always exclude the most recent job from the references if you are not comfortable with that
If you completed the Free Application for Federal Student Aid (FAFSA) and received your student aid report, you will then receive your WMU financial aid offer letter. Offer letters will tell you just how much aid you can expect to receive from WMU. Offers are determined based on several factors, including the information you and your family supplied on the FAFSA, your residency and your planned enrollment.
WMU breaks the school year into two semesters and two sessions. Financial aid is based on your estimated full-time enrollment. Most students enroll for fall and spring semesters. You may also enroll for classes during summer I and summer II sessions. Both of these sessions require an additional financial aid application available each spring semester on our Forms webpage. Begin by logging into mySeattleU and then select Financial Aid to be taken to the Financial Aid Self Service Portal. From there, you can choose the appropriate option from the checklist to view your offer letter.

Further, aid for students who are registered in any given term for fewer credits than the enrollment status shown on their award letter will not be disbursed until they have notified the Student Financial Services Office of the change in their enrollment status so their aid can be reviewed and revised, if necessary.
NOTE: If any of the items on the offer letter appear to be incorrect, please notify Student Financial Services as soon as possible. The information will be reviewed by Student Financial Services and updated, if needed. If revisions are made, a revised offer letter will be issued to the student.

Your offer is divided into either two or four disbursements based upon your home location; Troy is Semester based (two disbursements) while TROY Support Centers, Phenix City, TROY Online, Montgomery, Dothan, and unknown locations are T-Term based (four disbursements). You can check your offered disbursement pattern on Financial Aid Self-Service. Once your financial aid is transmitted, you cannot change your attendance pattern.
3. All new and continuing federal loan borrowers must complete a Master Promissory Note (MPN) for the Federal Direct Student Loan Program. Your loan is not guaranteed until the MPN is completed. This sequence must be followed: return the offer letter, Troy University certifies the loan, and then you complete the MPN and Entrance Counseling. To complete an MPN and Entrance Counseling, please login at and complete the steps. Once your FAFSA is received, always request (in writing with documentation) for the financial aid office to make changes to your FAFSA data or your disbursements could be canceled or reversed. This is especially true if we have reviewed your data with a process called Verification.
5. If you did not/will not attend Fall Semester or T-Term 1, your offer will be canceled when we determine you are not enrolled. You will need to submit a Student Loan Request to inform Troy University of your intent to attend a different semester or term. Check our website or
1-800-414-5756 for more information. We will check Satisfactory Academic Progress (SAP) again prior to reactivation of your offers.
6. Scholarship questions should be directed to the department or agency that selected you for the scholarship. If you signed a scholarship agreement, you should review that document first. If we renew your scholarship prior to May for the approaching Fall, we will check your eligibility for renewal after grades are issued. If you do not meet the required renewal standards, your offer will be canceled and you will be notified.
7. Transfer of Funds Certification By accepting my offer through Financial Aid Self-Service, I authorize Troy University to transfer any student aid funds received to my student account for payment or charges related to my enrollment (including appropriate fines, fees, books, etc.). STUDENT EMPLOYMENT: Any amount listed on your financial aid offer letter for student employment is only an estimate of potential earnings. Students offered employment would be paid minimum wage for actual hours worked, not to exceed 13 hours per week. Students will be notified of the job assignments after accepting work study.
WITHDRAWALS: Students who withdraw are required to notify the Financial Aid Office and may be required to repay all or part of any financial aid offered for that Semester/T-Term. A student may apply for a Federal Direct Loan for prerequisite coursework that is necessary to be admitted in an eligible program. The courses must be part of an eligible program offered by Troy University. If enrolled at least half time in these prerequisite courses, the student is eligible for loans for one consecutive 12-month period (not per program) beginning on the first day of the loan period.
A student who is notified of his/her ineligibility for financial aid funds due to failure to meet these standards may submit a written letter of appeal for reinstatement. The written letter must state the basis for the appeal and include a copy of his/her current academic transcript along with supporting information.
