Firstly let me thank the organisers for this meeting which was very revealing and educative.  Much remains to be done and Sanjay Vijayaraghavan could do well to point the way ahead as he collates the minutes. 

 

 I have inserted speaker notes into my ppt and have included a summary slide as relevant to my ppt.  Am forwarding here for whatever they are worth..

Dear Ajit Sir,

 

As has been rightly pointed out in the trailing mail by sanv, we need to finalize the agenda points and list of speakers with topic and their time limit.

 

We may have to choose the agenda from below:

 

1.       Discussions  on the changes that are required in KAO Act to sync with RERA Act and KOFA.

2.       Discussions  on the changes that are required in KOFA to cover those projects which are excluded from applicability of RERA.( set right the messed up and missed out provisions of KOFA)

3.       Discussions  on the changes that are required on State Rules/ Acts related to issue of Commencement certificate and Occupancy certificate to sync with RERA Act.

4.       Discussions on way forward to those completed and occupied projects which have not registered the Deed of Declaration by the Builders.

5.       Discussions on circular of ROCS dated 30-11-2018 and way forward to forming of Association.

6.       Discussions on way forward to those projects which have been registered under KSRA.

 

Let us quickly, understand and restrict our discussions on the above topics based on the resources that have been prepared by speakers as we may have challenges to discuss all above points, within the available time limit.

Dear Vidya,

 

I would like to participate and will share my brief note soon.  However, I have a few major concerns. 1. Ajit sir threw open a massive question when he opened up a discussion on the coop society model.  2. There are a lot of opinions floating on a lot of topics and we have many experts who have done a lot of their own research and activism in these areas.3. This is a complicated topic with many branches 4. Talk is not enough. I have been a part of enough talking sessions over the years. Talk is useless at this stage without an action plan to get real change happening 

 

With these in mind, I have the following suggestions 

1. We need a clear agenda for the meeting.  Exact purpose. What is in scope, what is out of scope for this meeting.

2. Time limits for speakers.  Speakers have to stick to a time limit and be very focussed. Otherwise, we will go nowhere. I don't want to get into an argument on occupancy certificate when the group is trying to understand how to harmonized RERA and KOFA, for example.

3. A strong chair : we need someone strong and fair to chair this discussion.  That person should be able to frame areas of agreement and disagreement.  Once consensus is there on certain aspects, we have to document and waste no time in discussing those further.  Instead, focus on clarity in the areas of disagreement. Everybody should respect the chairs decision in terms of time allotment.

4. Action: Finally, the meeting should result in a clear set of actions that help our ultimate goal.

 

I am coming to learn, contribute and to find a way to work with everybody to move things forward. Hopefully, this email resonates with all attendees.  I think it is important that we are all clear on this.
