I am very glad to be back!

100% it is NOT possible to add a new member in the consortium at the 
stage when the project is submitted and we have no results.

There are possibilites to add a new member in few cases but without 
incresing the budget and without changing the WPs at the moment of 
negotiations with Comission.
Also there is a possibility to change partners if the old partner does 
not do it's job in the project.

ALL CHANGES should be very strong motivated and explained to the Comission.

Dear all

My understanding is that, as the proposal forms the basis of the contract that is signed between consortium (actually the Lead Partner) and the Commission, it is difficult -- but not impossible -- to add partners.  Some proposals make budget available for WPs such as evaluation where it is assumed that future partners will be sought and included, but the budgets are fixed in advance.

The proposal should also include sections on how Conflict Resolution within the consortium will be managed (by the project Steering Board) but it is important to have a consortium agreement in place, backed up by management structures and procedures.  This greatly assists with any explanations that may have to go to the Commission.  Hopefully none will be needed, but ...
