Trying to buy FTP

I'm trying to buy a single user license for FTP. The dialog from within the application quotes one price in USD "incl tax," but when I try to complete the purchase, the final price has an additional ~15% sales tax added to it. How can I get the license for the price quoted in the dialog? Thanks.
