Speed control

I am a believer in seeding, however I use an exclusive VOIP which gets
interrupted when ever my upload speed is too excessive. I think
bandwidth adjustment is being considered as a enhancement. If a quick
slow down or way to adjust the speed lower manually and immediate when
my phone rings would help my situation greatly. I can resume back to
full speed.
