FoX 4.1.1 release

This is the announcement of a new release of FoX, the Fortran XML library.
This release includes a handful of bug-fixes and new features that have
been collected since February 2010 as detailed in the release notes below.

providing patches, bug reports, requests for new features and

New Features and Enhancements:
=====================
* Add new countrts function to the FoX_common module. This function
returns the size of an array needed to hold the data in a string if
converted to Fortran data using the rts subroutine. See:

* Allow cmlAddMolecule to output bonds as well as atomic positions. This
optional output feature is described in:
http://www1.gly.bris.ac.uk/~walker/FoX/DoX/FoX_wcml.html
Bug fixes:

* Allow 'empty' DOCTYPE names in the SAX parser
* Trap and report file name errors in SAX and DOM
* Fix procedure name length and use statements in FoX_wkml
