NCLB or IDEA?

This course presents one major concern for me throughout the entire
school year as I struggle with unit plans, lesson plans, and IEPs.
After I struggle to engage all the students in my class in active
learning, then what? Do I teach based on the student’s IEP (possible
termination) or do I ignore the student's exceptionalities and yield
to the demands of NCLB (tear my heart up! )?

Question: How does one follow the guidelines of IDEA, (a federal
mandate requiring instructions to be based upon the needs and
abilities of the student with exceptionalities) and work within the
guidelines of NCLB (a more recent federal mandate requiring all
students to meet a uniformed set of skills each year)?
It is to be noted that both of these mandates are “designed in the
best interest of the student with exceptionalities.”
