Fail to add label to subscriptions/articles

Hi,
Recently, I fail to add a label to subscriptions or articles if this
label was ever removed. Actually, the label is appended in the
retrieved subscription/item list but it just not appears in the tag
list. This problem does not happen to add a new label which is never
used. Is this a bug or behavior change of tag operation?
Any help will be appreciated.
