In our site at <do_gov.html#indrhi> I added a newly created image for
the flag of this entity, reported by Esteban in 2010. Reported photos
of actual flags, especially the partial view on photo <
http://www.indrhi.gov.do/Encabezados/Imagen1.jpg >, shows that the
logo elements are more slender than in the reported standalone logo <
http://www.diariodominicano.com/pictures/indrhi%20logo.jpg >, and that
the text is set in a serifless font.

rotsym element suggesting turning clockwise and the lettering seems to

De sable uma fonte e bordadura escaqueada de jalde e goles, por timbre a
bandeira, por mote o 1º verso acima, e por grito de guerra "Mi rajtas!".

(As said, this page meanwhile edited at <do_gov.html#indrhi>.) It is a
~3:5 light blue flag with large very dark blue logo centered on it,
taking ~60% of the flag’s height. This logo features a stylized water
flow made of 5 horizontal sinusoidal waves densely stacked on the
middle, showing 2 and a half sine cycles (from a “valley” to a
“summit”), and overall a rotationally symmetric element (rotsym) made
of a ring and four tangent strokes branching from its cardinal points
and suggesting anti-clockwise movement (on the obverse of the flag).
Below this graphical element, the acronym "INDRHI", set in serifless
capitals.
