To unmuddle the affair: The flag is (apparently) that of Anonymous,
while the group refered by Richard is LulzSec. Other than what the
Daily Mail have to say about these groups, cf. <

there’s an image of the flag by Wikimedia User:Kizar (based ultimately
on a design uploaded Wikimedia User:AnonymousLegion in early 2009). I
suppose that the flag featured on the reported photo, and/or many
others used in Anonymous public appearences, was printed from this
file, or from a closely related variant.
It is a dark green 2:3 flag with two narrow black stripes (height
equal to 10% of the flag’s width) along the top and bottom edges and
displaying the circular Anonymous logo centred on the whole, its
diameter 5/8 of the flag’s height. The logo is with with thin black
edging and shows an iconic businessman in tie and suit, his head
missing and on its place a bold serifed question mark, facing ahead
and standing against a backdrop of a stylized globe showing 7
meridians and 5 parallels (the bottom one fully obscured by the suit),
within a UNO-style wreath — all in black on white monochrome, except
for the light grey globe grid.
Exported to FotW standard size and attached as <qt_anon.gif>, to be
edited under <qt.html>.
