I guess that’s a wise assumption, although a bit risky (back in 1996 I
was convinced that several Portuguese municipal flags were dark brown
for this same reason). The only safe evidence is a photo or the legal
text.

I think it just means you cannot report it. You went to Madeira
recently, you report what you saw — just like I reported what I saw
when I went to Madeira in 1995, and Sérgio Horta reported in his site
whatever he read in the official journal, from miles of mouldy, dusty
shelves. Concerning Porto Moniz, he published information about the
communes of Achadas da Cruz and Ribeira da Janela — still available at
http://web.archive.org/web/20100227202944/http://www.fisicohomepage.hpg.ig.com.br/pmz.htm
Their flags are respectively white and green.

Yes. Not just «some kind», though, "_sindicato_" is the Portuguese
word that means (more or less the same as) "trade union" in English.
