I did, and this usage is consistent with my suggestion, but note that
XO is “centered” on the Ottoman empire (thence the letter choice). Of
course it can be used for all transnational and paleonational things
Middle Eastern — just like, say, XI is based on the Incaic Empire
<xi.html> but is also used for the later and (but geographically)
unrelated Peruvian-Bolivian Confederation <xi_pb.html>, or for
regional sport competitions flags <x...@jj.html>.

Also, editor might want to include what’s now at <aq_ilps.html>, as
its relation to Antartica is accidental; a link from the future page
<xo!ps-il.html> (pls. confirm) should be added to <qt-p.html>.

Well, yes. Not the Ottoman Empire as in «Turks at the Vienna Gates»
but the shrinking 1890-1913 version. After all these psudo-country
codes X-something are made to make things simpler for editors when
covering border-crossing entities, not to muddle matters more.

Goodie. My next update (missed today) will link <xo!ps-il.html#bip> at
<aq.html>, will make <aq_ilps.html> obsolete (linking it also to
<xo!ps-il.html#bip>), and will link the page top <xo!ps-il.html> at
<qt-p.html> as «Palestine/Israel peace flags».
