This new app can make long exposures up to 60 seconds as well. There is a free and paid version

But the resolution goes also down to 1-2 megapixel (depending on device) and on my Galaxy Nexus it didn't even worked correctly. But this app also offers some other great features.

For "normal" pictures I still prefer Shot control (https://play.google.com/store/apps/details?id=com.starvingmind.android.shotcontrol) because of it's simplistic slider to change the exposure with a single touch.
