{{MEDIA_URL}} and css

hi,

wrt media, there are three sources of media:
1. admin media - served as /media/
2. hard coded media under version control, served through /sitemedia/
3. user uploaded media, served through /smedia/ and pointed at by MEDIA_ROOT
and MEDIA_URL

This may not be the right way to do this, but due to time pressure I have
changed all css paths from '{{MEDIA_URL}}/sitemedia/whatever' and removed the
{{MEDIA_URL}} part.
