I have download 64 Bit Ubuntu 12.10 via Torrent and burn in DVD.

When started in the Live CD mode The booting window of Ubuntu appear
and then it will not display GUI...?
The computer becomes idle, Monitor Sleeps
Keyboard light going on [Can be done on and off [Num, Caps]].

What may be the problem and my CPU is 64 bit Capable AMD Board.

I suggest you check the integrity of your downloaded file before
moving on to looking for other problems.
you can check the integrity using md5 hashes .
first find out the md5 of your downloaded file and then compare it
against the particular hash listed here

is the check sum correct?
if so did you try running live ubuntu in fallback or text mode ?

if you happen to have hybrid gpu, this COULD possibly be the cause (please ignore this if you have successfully installed previous versions of ubuntu)
(i to face a similar problem with ubuntu 11.10 in my friend, he had a laptop with hybrid gpu)

If it is not displaying UI then it might be because you've downloaded alternate iso. Only the normal iso displays UI.
