Now, Adobe portable document format (pdf 1.7) is going to be lisenced as ISO 32000 standard (DIS). The standard was approved by a vote of 13:1, with one country (Russia) abstaining and one country (France) voting against. Jim King is going to answer the concerns about pdf format around jan 21-23 to the iso committee. More from his blog ( http://blogs.adobe.com/insidepdf/2007/12/iso_ballot_for_pdf_17_passed.html)

This move is generally seen as a response to the Microsoft's XPS standard.
