NTC blocking both inbound and outbound smtp port

Warm greetings to all,
        i have been in this mailing list for a long period but for the first time i am posting this mail. Back to few months there was a topic about NTC blocking external DNS service and soon the service was released.

        i am currently having the similar type of problem with NTC especially while using ADSL connection(not tried with DIAL-UP and other connections). i have a mail server..its working fine..from the beginning i was having problem using this server. At the beginning the server was not able to even send mails and then used NTCs server as relay host..so at present i am not having problem sending mails  but the server is not able to receive mails. This is because NTC has completely blocked the in and outbound SMTP ports.
           i have configured the MX record correctly and even the mail trace route show the expected routing path. so i don't think i am having problem with the server and hosting configuration. I tried to telnet the home mail server from abroad and finally i came to know the inbound is also blocked as regular outbound SMTP port.
           i read out through different articles and came out with the output that almost all ISPs blocks outbound SMTP port to stop the spammers but all added that it was not standard policy to block inbound SMTP. i was also said that the only reason to block the inbound SMTP port is to completely stop their users from hosting their own mail servers and to force them use their own ISPs mail servers.
                      so i am thinking how selfish is NTC with the moto "NATION BUILDING IS OUR GOAL". by blocking all standard services and forcing users to use their service is how the nation builds or NTC itself build.
                                        i am positive about the blocking of outgoing SMTP port but the blocking of incoming one seems to be of no sense but only organization benefit. This blockage may be of technical fault..so i request all the concerned person handling such service in NTC to please correct this bug if it is unintentional.
       please guys i really need your Support

i don't want to again use another server abroad to work as the relay host for incoming mails. hosting 3 different servers for a single service does not seems to be a wise decision.

lastly i am hoping this mail gets into the right hand and the service gets active(incoming SMTP port) so that other users can enjoy their own servers too.

Ntc ADSL uses dynamic IP's and seems like lots of machines on our end
using the dynamic IP's were spamming the internet. Hence, those
spamming (dynamic IPs ) were being updated in spam blacklists
resulting in some online/internet services ban to NTC by providers who
use such DBL. Also, emails originating from the IP's were being
dropped by some spam filters. But, I do not know, if such a
restriction worths the tradeoff?

So, there is no easy solution here... except for subscribing for a
static IP or port forwarding? I wish you luck! :)

i think i should go on using the relay or might just change ISP. i don't think there is any point with the spamming emails that cause to block incoming smtp requests. it is itself NTC who is behind all this work and banning services.
        one more interesting is that working surfacely about what NTC has been blocking i also found it blocking VNC. Don't know why but might be it will cause something worthy for NTC.
               Good job NTC. Why do they just only allow 80port and block others.
                            i have no any hope from NTC so i will soon shift over to other ISPs .

Well, thats just port blocking. Glad it is not Deep Packet Inspection!
Hint:
-NTC uses VNC on their system.
- NTC internal server LAN seems accessible from ADSL connection.

Eg: here is the "change password" link, form the right middle menue
box of ntc.net.np

If you dig deep..... can full of worms........... but exploring beyond
this point means you might be breaking the law!

Ok, i didnt mean to be un-sensitive but at this point i realized NTC,
the largest? Internet service provider of Nepal seem to have poor?
firewall/DMZ planning and network segregation!
