Applicability of EPF Act to CA firms

Dear All

Please let me know whether Employees' Provident Fund Act 1952 is applicable to Chartered Accountants Firm. 

The Kolkata EPFdept has recently initiated notices upon some CA firms for non-compliance of the Act.
Is the Act exempted for CAs in practice/ CA  firms? Can anybody give the guidelines /notification from ICAI /  refer HC decision on that issue to defend the notice?

Are article trainees covered as employees?  that remains the key question.

I understand the ICAI did come out with a notice clarifying that articled clerks are not treated as employees.  Kindly send me a copy of the notification/announcement.

Sir,

Articled Clerks are covered under Apprentice within the meaning of EPF
and are not employees under the EPF Act. However paid assistants &
other employees falls under the definition of employee under the EPF
Act.
