Dear friend
U placed a very good question at a very good time-new requirement for application of PAN states that registration certificate with Registrar of Firms is mandatory for partnership firms.
In my opinion, the audit firm  ( partnership )shud take it.

The registration of any partnership firm is a mandatory criteria. It does not specify or distinguishes in the service provided.
The law is clear in its stand that it is only a registered company who can prefer a case in the court of law against any dispute in the name of the partnership company.
