A foreign NGO can directly work in India and also through any Indian NGO in NGO partnership mode. If the foreign NGO wants to establish an Office in India it can establish a liaison or branch office in India as per the Reserve Bank of India Guidelines prescribed in this regard.

The Indian NGO through which the Foreign NGO will work should have FCRA Registration.

Dear Pinaki

They can set up a representative office in india if incorporated as a corporate entity abroad. Permission required only from RBI. But they will not be allowed to collect funds or disburse funds in India other than staff salaries and admin exps.
